Who We Are?
International Development and Planning, L.L.C. (IDP) is a minority-owned planning and consulting firm based in New Orleans, Louisiana. The principal, Jeffrey Paul May, and his team of associates have more than 50 years of planning and project management experience in both the public and private sectors. IDP team members have assisted government agencies, non-profits, and private clients with plans, studies, analyses and strategies to develop and preserve community and economic development investments. IDP also has access to a variety of national consultants to assist with these activities. Our commitment is to provide our clients sound technical assistance, accountable project management and quality work products.
IDP provides comprehensive analytic and statistical support services when conducting its research evaluations. IDP’s fair housing section includes investigators, attorneys, and researchers with experience investigating and processing complaints of housing discrimination with the Department of Housing and Urban Development, Fair Housing Assistance Program and Fair Housing Initiative Program organizations and with assisting private attorneys.

Success Stories
HUD National Fair Housing Training Academy
On June 2, 2020 to Present, IDP assisted Cloudburst Consulting Group, LLC to re-launch the National Fair Housing Training Academy. The firm’s primary role was to develop training materials for the three courses: Basics of Fair Housing, Fundamentals of Intake and Fundamentals of Investigation. The team also has served as the lead instructors for the training course.

What We Do
Urban and Regional Planning
Consult private partners and not-for-profit organizations to draft Regional Analyses of Impediments to Fair Housing Choice with S.M.A.R.T goals and objectives. Engage communities through robust citizen participation process to identify issues to incorporate into the Consolidated Plan.
Real Estate Development
Assisted a state university, state economic development agency, and local community housing development organization to analyze data informing the selection of sites for residential and commercial projects.
Data Analysis
Developed databases and generated maps to analyze census data with clients' data sets, and provide market analysis of similar service providers for large-scale, child services agency.
Technical Assistance and Training
Provided technical assistance and conducted comprehensive training in affordable housing, fair housing planning, disaster recovery, community reinvestment and fair lending for government, housing, banking and nonprofit professionals.
